Re-start APST bus service: KKSU

ITANAGAR, Sept 19: In a letter to the general manager, Arunachal Pradesh State Transport Service (APST) the Kargu Kardi Students Union appealed him to reintroduce APST bus service from Aalo to Darak circle via Kamba.

Emphasizing on the urgent need of bus service for the convenience of the local people of Darak circle, the Union said the said circle is consisting of 11 villages with more than 6000 population. Discontinuation of APST bus service creates immense problem for the people of said circle, the union added.

 

ATA expresses displeasure over SBI’s new decision

ITANAGAR, Sept 18: Saying that the State Bank of India’s (SBI) decision to limit the personal loan to six times of the gross salary, the Arunachal Teachers’ Association (ATA) has said that the valued qualified customers of the department are going to be badly affected and discouraged.

In a memorandum addressed to the managing director, SBI, Itanagar, it said that it would oppose and protest against such decision.

Asking to review the decision and to uphold the existing system for the larger interest of the teacher’s community, it warned of launching civic and democratic movement with the bank by total closure of accounts if the demand is not fulfilled by October 17 next.

ITANAGAR, Sept 18: The duration of the 11th session of the 5th legislative assembly has been extended for four days from Sept 20 to 24. This decision was taken in a business advisory committee (BAC) meeting held on Sept 16 last, according to a release issued by legislative assembly secretary.

 

Forceful collection of donation condemned

ITANAGAR, Sept 18: All Arunachal Pradesh Workers’ Union (AAPWU) has condemned the reported forceful collection of donation from non-APST workers at Likabali area by unknown organisation. It urged upon the leaders of such unknown organization to stop such illegal collection of donation. It also urged the Govt officials not to support the wrong doers.

 

‘Run for the Nation’ at Pasighat

ITANAGAR, Sept 18: The ‘Run for the Nation’ was organized as part of Swami Vivekananda’s 150th birth anniversary celebration at Pasighat on September 16. The run was flagged off at JN College campus by Deputy Chief Councilor A Pertin and culminated at Solung ground.

Youths mainly from JN College and Gangging with councilors joined the race.

Addressing the gathering on the occasion, Zilla Parisad Chairman Kaling Dai highlighted the relevance of Swami Vivekananda’s teachings in today’s world and appealed to all to follow it. He also quoted few teachings of Swamiji and urged all to respect women.

APB&OCWWB conducts awareness camp at Daring

ITANAGAR, Sep 18: As part of its statewide awareness campaign, Arunachal Pradesh Buil-ding & Other Construction Workers Welfare Board (APB&OCWWB) has conducted a day-long awareness camp at Daring village under West Siang district on September 16 last.

Speaking on the occasion, Board Chairman Sonam called upon the workers to get their names registered with APB&OCWWB to avail various benefits of the Board. Informing that the state government under the leadership of Chief Minister Nabam Tuki is giving special attention to the welfare of workers community, he expressed gratitude to CM for his untiring support for various schemes for labourers and their families.

‘Misprint’ of Mathematics question paper

YINGKIONG, Sept 19: The Principal of Government Higher Secondary School Yingkiong and Tuting, Upper Siang district expressed concern over the ‘misprint’ of Mathematics question paper of Class-IX AISSCE (Internal) examination 2013 held on Sept 18 last, reports DIPRO. Out of the total full marks 90, the question paper setters printed only for 56 marks, the report added.

 

Compensation sought

ITANAGAR, Sept 18: Claiming that a woman Rigio Yania lost her life in a devastating fire incident at Jami Jaate, near Itanagar on September 12 last, the All Arunachal Pradesh Abotani Nibu (Priest) Welfare Association has asked state government to provide compensation to the family of the deceased.

Also informing that the house of Hari Taha was totally gutted down in a fire incident and that property worth Rs 11,26,750 was burnt, it sought immediate relief for the fire victim.

 

APCF calls off bandh

ITANAGR, Sept 18: The Arunachal Pradesh Colleges Forum (APCF) has called off its proposed 12 hours Capital Bandh call on Sept 24 followed by the assurance by the education minister to fulfill its demand.

In a release, informing of a meeting held with the education minister and director higher and technical education, it warned of democratic movement if the assurance turns vague and is not fulfilled within proper time period.

 

Tree planation programme

ITANAGAR, Sept 18: The Education and Cultural Development Society (ECDS) organized a one day tree plantation programme at Govt. Middle School, Upper Jhumi, Kimin, in collaboration with All Kimin Students’ Union (AKSU).

Arunachal team to participate in 32nd Sr. National Taekwondo C’ship

ITANAGAR, Sept 18: The Arunachal Senior Taekwondo team is leaving for Imphal, Manipur to participate in the 32nd Senior National Taekwondo Championship to be held from September 20 to 22 next.

The team is being led by the association’s general secretary Tara Tagin and Coach Deepak Gurung.

 

APCYGTSU places charter of demands before state Govt.

ITANAGR, Sept 18: The All Palin Chambang Yangte Gangte & Tarak Langdi Students’ Union (APCYGTLSU) has demanded for posting of circle officers in all the five circles; Palin Chambang Yangte Gangte & Tarak Langdi.

In a letter submitted to the chief minister, it also demanded for posting of subject teachers in all the government schools under Palin assembly constituency and adequate doctors and medical staff in Chambang PHC.

It further sought government’s clarification regarding boundary of Govt Hr Sec School, Palin, Govt Sec School, Chambang, Govt Secondary School Lumba as the school area is often suffering from encroachment problem.

 

Hunting & fishing banned in Sangdupota

ITANAGAR, Sept 18: Judicial Magistrate Sangdupota Circle has banned the extraction of illegal forest products, hunting and fishing by using chemical for commercial purpose and hunting and fishing by the outsiders under its jurisdiction.

In an official order, it further said that the violators will be prosecuted under the provision of Wildlife (Protection) Act, 1972 and as per the Supreme Court order.

 

Hindi Diwas celebrated

ITANAGAR, Sept 19: The Hindi Department of Donyi Polo Govt. College, Kamki, organized one day departmental seminar on topic ‘Sant Kabirdas’ and ‘Hindi Diwas Samaroh’ simultaneously on Sept 14. Hindi has been declared as official language by the Constitution of India on Sept 14, 1949.

Speaking on the occasion, Dr. Gomo Karbak, Assistant Professor, Department of Politicial Science has advocated that Hindi, as national language has immense importance for every Indian. Hindi is a language of peace, harmony, tolerance and unification. Doge Ngomdir, Assistant professor, Department of Hindi, highlighted the significance of Sant Kabir Das, the great poet of Hindi literature. Various papers on Sant Kabirdas were presented by the students which were followed by an interaction session.

For Hindi Diwas samaroh, a cultural programme and various literary competitions like essay writing, poem recitation, painting, extempore speech and self composed poem recitation have been conducted among the students. More than 60 students from various departments took participated in these competitions. Taro Sindik, Assistant Professor, Department of Hindi, expressed that Hindi is the only language which is used anywhere and anytime. This is the only language which act as a bridge between numerous communities of the country. Especially in Arunachal Pradesh we ethnic people cannot interact with one another without Hindi language, Sindik said. Certificates and prizes were distributed to the winners of the various literary competitions at the end of the programme.

 

Expert team to visit schools in Capital Complex  

Yupia, Sept 18: In order to take stock of the quality of the teaching, a team of subject specialists under the direct supervision of DC and the DDSE is inspecting all Secondary and Higher Secondary Schools of Capital Complex to verify quantitative and qualitative aspects of each subject in the classes.  During its visit the team will interact with students and teachers and evaluate the progress and furnish the report, so that appropriate measures can be taken immediately, said T T Tara, deputy director of school education, Papum Pare in a release.

As per academic calendar, a teacher needs to teach according to syllabus of subject in effective manner. “As we are already in the fourth month of this year’s academic activity, and  Summative Assessment-I is scheduled to start, it is necessary to assess the progress of each subject in every class in the schools,” the release said.

 

Fixed Medical Allowance modified

ITANAGAR, Sept 18: The Fixed Medical Allowance at Rs 200 per month sanctioned w.e.f., 01.04.2012 to the state government pensioners/family pensioners has been now modified to Rs 300 per month w.e.f., 01.09.2008 to be payable along with the monthly pension. It was informed in an official statement from development commissioner finance, GoAP.

It was however informed that the arrear of the Fixed Medical Allowance will be paid in two installments, for the period from 01.09.2008 to 31.03.2011 in the financial year 2013-14 and for the period from 01.04.2011 to 31.03.2013 in April 2014.

 

Coordination meeting held

ITANAGAR, Sept 18: The first ever co-ordination and interaction meeting of Panchayat Leaders and HoDs of Sangdupota Circle was held at community hall, Sangdupota on September 16 under the chairmanship of Circle Officer Nabam Tajik.

In his address, CO Nabam Tajik, asked all the HODs to give utmost service to the people with sincerity and dedication. There should be congenial and cordial relationship between new team of PRI Leaders and Officers so that development activities can take in the Circle.

He suggested all the HoDs who don’t have offices and Quarters at Sangdupota to prepare an estimate and submit it to ASC/Person/ ZPM immediately, so that they can pursue with the concern department for early sanction. He also suggested the Panchayat leaders, not to discriminate while selecting BPL beneficiaries under NFSO launched by the state government.

ZPM IV- Upper Balijan, Gollo Takam asked all the HoDs to co­operate with him and also asked all the Panchayat leaders to co-operate with the Officers/Officials for the development of the Circle. He also suggested that rampant extraction of Forest product and hunting and fishing for commercial purposes should be banned. He requested the Circle Officer to issue prohibitory order immediately and asked the Range Officer, Wild Life and Territory to check it effectively and there should be no compromise if caught.

While participating in the interaction meeting, ASM, Poma Panchayat, Techi Anna, in a power point presentation cautioned her fellow PR leaders Panchayat Leaders to be cautious while doing any activities and asked them to co-operate with the government officials.

She said, without help of the government officials, no development is possible.

AS Chairperson, Ngurang Yakap requested all the HoDs to stay at Sangdupota for atleast 1-2 days in a week so that the PR leaders and people can meet them.

CM pleads Centre to increase telecom reach in state

ITANAGAR, Sept 18: Chief Minister Nabam Tuki has requested the ministry of Telecom, Government of India, to increase the telecommunication reach in the state besides improving the existing installed services in the state capital and other towns of the State.

“Tele-communication network has been a problem in the state for quite some time and there are still areas where this facility has not yet been installed. There must be some mechanism in place to address this issue”, Tuki said while justifying his stand.

He communicated this through Additional Secretary, Telecom, Govt. of India, Rita Teoatia who along with her Joint Secretary and senior BSNL officers called on the chief minister in his official bungalow yesterday evening.

The visiting additional secretary placed few request to the state government which included providing of Right of Way for laying optical fibre cable alongside the roads and power connections to BSNL towers.

The Chief Minister agreed to the request and directed the chief secretary to do the needful.

He categorically asked the CS to constitute a committee to oversee the matter in the backdrop of concrete cement roads coming up in the state capital and in district headquarters.

“The issue is required to be addressed in a time bound manner so that the connectivity bottleneck of the state is solved in right earnest” Tuki asserted.  The BSNL authorities accepted to repair the roads if damaged during the course of laying the optical fibre cable.

Tuki concerned over the shortage of BSNL technicians in far flung areas in the state resulting to poor network and lack of maintenance, suggested that local youths of Arunachal Pradesh could be recruited in the vacancies and provided training if required.

Participating in the discussion, Parliamentary Secretary Padi Richo impressed upon the BSNL to pay 1 percent labour welfare cess to the welfare board of Arunachal government to which the BSNL authorities agreed.

 “In order to increase the reach of telecommunication to each and every village of the state, the BSNL is installing Village Public Telephone which shall also provide internet facility,” informed the Executive Director, BSNL.

He further disclosed that efforts are being made to erect microwave towers in various locations to improve tele connectivity in Arunachal Pradesh for which the works would start by December and completed by March 2014.

The Chief Minister appreciated the BSNL’s gesture and hoped that it would do its best to improve and increase connectivity in the landlocked state of Arunachal Pradesh.

Among others, Development Commissioner and Planning Secretary from the state government were also present in the meeting.

 

 

Tornado damaged 77 houses, 7 granaries

ZIRO, Sept 18: The Circle Level Relief Committee (CLRC) team led by its chairman Marina Siram, CO has visited Reru, Tajang and Nenchalyang villages yesterday to assessment the property damages caused due to a tornado.

Unusual for the Valley, a tornado of mid intensity hit Reru, Tajang and Nenchalyang villages on Sept 15 last and destroyed several residential houses, granaries, other structures and paddy crops that comes on its way.

According to District Disaster Management Officer (DDMO), Nima Drema as many as 77 residential houses and 7 granaries of the three villages in Ziro have been damaged – some of which have been damaged severally while others were roofed off.

Accompanied by Reru ZPM Nani Takha, the team paid houses to house inspection at Reru village. At Tajang village, ACP Ngilyang Tubing guided the team while at Nenchalyang, ASM Koj Millo guided the team in taking assessment of the damages.

With active cooperation from executive members of Apatani Youth Association, the CLRC team members Nima Drema, DDMO, Likha Tana, Sr. Fire Officer, N. Nangkar AUPO conducted the assessment works at affected villages.

People who witnessed the occurrence said they used to see such kind of nature’s fury only in TV and never in reality. The elderly people too surprise over the unusual occurrence and do not confused it with normal whirlwind as the turbulence of wind was like a funnel shape that extended up to the cloud and never happened in their life time. It was in fact a tornado of mid intensity because of which the damage was found to be extensive.

Some of the village elders believe that the goddess of rain and sky, Yapung Ui is not pleased with the rituals Yapung puja performed recently in Ziro Valley. Yapung puja is normally performed during this season of the year to appease Sky Goddess not to destroy the vegetation they grew. It is crucial time for people in Ziro Valley as paddy and other grains are to be harvested in first part of October. Any more disaster of such kind would affect their economy badly.

 

 

Team of student unions visits Govt schools

ITANAGAR, Sep 18: The members of All Arunachal Pradesh Students Union (AAPSU) along with All Nyishi Students Union (ANSU) and All Papum-Pare District Students Union (APPDSU) yesterday visited Govt. Secondary school Jote and Govt. Middle School Basar Nallah to inspect school infrastructure and encroachment problem inside the school premises. While surveying the two schools, it was found that govt secondary school Jote and govt. middle school of Bassar Naloh are in deplorable condition and need proper infrastructure. Addressing a huge public gathering at Bassar Nallah, AAPSU President, Kamta Lapung told that encroachment inside the school premises will not be tolerated. He advised the village local bodies to solve the problem amicably in a peaceful way. He added that if problem is not solved, then the apex student’s body will find a solution. While terming the AAPSU as People's Voice, he said AAPSU is for the welfare of the indigenous people of the state and for the student’s community in particular. AAPSU President also stressed on preserving the flora and fauna of the state and appeal for stopping of illegal hunting.

ANSU General Secretary, Arjun Panye stressed on the need for quality education and advised the students to concentrate in their studies for bright future. He also advised the public to stop illegal encroachment inside school premises and appealed to the local authority to improve school infrastructure.

Deputy Conservator of Forest, Diganto Gogoi while attending the meeting, said "the Forest in Arunachal Pradesh is the main natural resource and it is the main asset that the state has right now". He said the forest in the state needs to be preserved from illegal deforestation and encroachment and the illegal hunting of wild animals must be banned so that the future generation of the state can also enjoy being near to wild species.

ANSU Vice President Tagru Tame while reacting strongly against the poor condition of the schools in Jote and Bassar Nallah said that matter will be discussed with the higher authority for proper attention.

APPDSU General Secretary, Nabam Gandhi appealed that the school infrastructure should be improved for quality education and illegal hunting must be banned in the area.

AAPSU Finance Secretary Suraj Tayam, Assistant IPR Secretary Challing Yangfo, AAPSU Art & Cultural Secretary Risso Kiagung, ANSU Asst. Sports Secretary, Nangram Pentum were also present on the occasion.

Later on, a friendly volleyball match was also played between AAPSU, ANSU and APPDSU so as to encourage and promote the young talented sports person of the state.

 

 

Wimbledon Junior International Badminton C’ship

Talar named best player among Indian contingent

ITANAGAR, Sept 18: Promising shuttler Laa Talar was declared best player among the Indian contingent in the Wimbledon Junior International Badminton Championship held in London on September 14 and 15.

Representing India in the prestigious championship, Talar beat George Isherwood of England 21-16, 19-21, 26-24 in the first round, Oliver Thompson of the same country 21-16, 21-17 in the second round. He defeated Mike Roe of England 21-17, 21-15 in the quarterfinal before going down 17-21, 21-19, 18-21 to Anders Antonsen of Denmark in the semi-final, informed Arunachal State Badminton Association (ASBA), in a release.

Talar was given prize money of 100 pounds along with a merit certificate for his individual performance during the tournament.

While congratulating Talar for his outstanding performance, ASBA, in a release, said that it is a pride moment for Arunachal Pradesh as well as the nation that a player from Arunachal Pradesh chosen as the ‘Best Player’ amongst the Indian contingent. The Indian team of 6 members – one coach, one manager and four players including one girl – returned to the country on September 19. ASBA expressed the hope that he will further improve his performance in future and continue to bring laurel to his state and country.

Meanwhile, ASBA informed that the Indian team including Talar could not participate in the scheduled Yonex Belgium Junior International 2013 tournament due to some unavoidable reasons.

 

 

Two-day state level conference for administrators in school education begins

ITANAGAR, Sept 18: A two-day state-level conference for district and block level administrators in school education of Arunachal Pradesh has begun at the Banquet Hall here today.

Education administrators from various districts and blocks of the state including 14 DDSEs, 55 BEOs and BRCs/ officials are participating in the conference being organised by the National University of Educational Planning and Administration (NUEPA), New Delhi in association with the SCERT, Itanagar.

Attending the inaugural function, JK Panggeng, Parliamentary Secretary (Education) appreciated the efforts made by the organizers in conducting the conference and said that skill empowerment of education administrators in local levels is crucial for meeting the emerging challenges in the field of school education at the grassroots level.

Stating that irregularity and lack of punctuality on the part of teachers in village level schools hamper school education, Panggeng asserted that lack of collective responsibility and individualistic attitude on the part of the people for the larger good of the society including in the education sector were responsible for the pathetic education scenario in the state.

“To have good quality education, good inputs are needed” said Panggeng. He emphasized that school education scenario needed to be refreshed with recruitment of qualified and quality teachers.

Stating that the conference would serve as a great platform for dialogue, he expressed hope that it would encourage the participants to share their honest and sincere opinions positively for a better understanding of the present education scenario in different parts of the state and eventually bring about solutions to those problems. Prof. Neelam Sood of NUEPA in her keynote address highlighted various focal issues responsible for the emerging challenges in education sector. She said the objectives of the conference were to provide a platform for the delegates in sharing their experiences and to understand the trainings needs for different districts of the state.

“The education scenario has changed thanks to the advancement in technology. And time has come when we all need to think and realize our responsibilities as the education environment has become more difficult and challenging” cautioned Prof. Neelam Sood.  

Addressing the function RK Mishra, State Project Director, SSA, shared his views on the possibility of student and teacher exchange programmes between Government schools and private schools for bridging the knowledge gap and achieving quality education.Different facilities that are highly required for quality education like computers with internet connectivity should be provided to every government school, he added.

Earlier in her welcome speech, Dr.Sunita Chugh of NUEPA mentioned the historical aspects behind the establishment of NUEPA and its organisational structure with objectives of the institution. She added that the NUEPA organizes such conferences as part of its constant endeavour to reach the local functionaries like District Education Officers and Block Education Officers on sustained basis and to maintain a close linkage with the field.

In the technical session Prof. Neelam Sood of NUEPA spoke on the topic “Changing Role of Educational Administrators” and Prof. Kumar Suresh also of NUEPA deliberatedon “Imperatives of Governance Reform in Field Level Administration”.

Adopting participatory approach the conference hadGroup Work exercise and helped identify the key issues related to teacher management, role of DEO and BEOs in the context of Right to Education (RTE), teacher management issues in education, school and community linkages, dealing with diversity and inclusion of various tribal groups.

 

 

Residential School runs with countless problems

PASIGHAT, Sept 18: At a time when the state government is blowing its trumpet claiming to have improved the educational scenario in the state, the Kangkong Residential School at Yagrung village in East Siang district tells a different story.

The authority’s alleged negligence in infrastructure development of the school is causing concern among the students and their parents as well.

The residential school meant for girl students is running in a pathetic condition as there is no infrastructure and other requirements needed for smooth functioning of the school. The school has no separate office building, teachers’ quarter, warden room and classrooms.

The entire school activities are conducted in two poorly constructed SPT buildings. As such, office building, classroom, dormitory and warden’s room are found all-in-one in the school.

Established in 2008, the school was found defunct for three years. But, its function started in 2011. The intake capacity of the school is 100 but it is presently accommo-dating 86 girl students, who are conducted by a total five teachers including the in-charge. Though the school is set up at an isolated location, yet no security wall is constructed around it. Moreover, lack of vehicle and road connectivity to the school campus is adding the woes of the school community in case of medical treatment and other emergencies.

This correspondent, during recent visit noticed pathetic state of the residential school depicting utter negligence from the authorities end. The two SPT buildings, the kaccha kitchen and lavatories are in a congested area and there was no open space for other construction and gardening inside the school premise.

The local villagers said that the residential school is yet to be inaugurated. The area falls under the education minister’s constituency, but the minister has no time to visit the school to take stock of the problems. Even, the deputy commissioner of the district, who is overall in-charge of the school management authority, has not visited the school yet.

The villagers alleged that land for the residential school was allotted in a suitable place, but a vested contractor, who is said to be kin of the education minister, has shifted the location at his will and constructed the low quality school building for his own benefit.

 

 

Richo inaugurated Science Lab, indoor hall at Tajang and Hong

ZIRO, Sept 18: Local MLA cum Parliamentary Secretary, Land Management, UD, Housing & Town Planning, Padi Richo in presence of Lower Subansiri deputy commissioner Marnya Ete, Superintendent of Police P. N. Khrimey, Zilla Chairperson Hage Kobin has inaugurated a double storied class room building constructed under MsDP of Union Ministry of Minority Affairs, and a Science Laboratory and the Ngilyang Grayu Community Hall constructed under SPA Scheme here at Govt. Secondary School, Tajang on Sept 16 last.

Richo in his inaugural speech suggested PR leaders of Tajang village to remain united among them and to coordinate with the district administration as well as general public for smooth development of the area.

Responding to a 5-point memorandum submitted by Ngilyang Tubing, Anchal Chairperson Tajang, assured to construct a girls’ hostel and a badminton hall for the School. He also assured to provide one additional transformer for Tajang village from his LAD Fund if the concern department fails to provide one.

Responding on their demands for establishment of a Medical sub-centre for the area, he directed panchayat members to locate a suitable site. On demand for construction of quarter for teachers and the Headmaster of the school, he however, assured to refer the matter to Education department.

Deputy Commissioner Marnya Ete in his speech suggested students, school authority and the village people to maintain the buildings as their own property that have been inaugurated. Appreciating the roles and contributions of GBs who they know well of their duties, he suggested them to keep it up in future also.

Zilla Chairperson Hage Kobin with some public interest awareness message suggested people to follow the path of Arunachal Pradesh Birding Club - ‘not to hunt bird and other animals’ and also remind them not to smoke in public places.

Later in afternoon, the team also attended a similar programme at Hong Secondary School where MLA and the DC inaugurated a double storied class room building constructed under MsDP and a multipurpose Indoor Hall under SPA scheme. Report by Yachang Tacho

 

 

State level meeting of SRG for inclusive education begins

ITANAGAR, Sept 18: Four days state level meeting of State Resource Group (SRG) for Inclusive Education and Girls Education organized by SSA Rajya Mission, Itanagar, began at SIRD conference Hall here today.

State Project Director, SSA Rajya Mission, Itanagar RK Mishra impressed upon the participants of the need to introduce a variety of vocational courses with the help of government departments to empower the Children With Special Needs (CWSN) and girl children of the state.

“For this, we need to empower them with quality knowledge and skills so that they go for self employment at local level with government support,” he said.

He also highlighted on different ventures in this direction and exhorted the resource group to think and design more such initiatives.

To lead the discussion, Higio Aruni, Chief Councillor, Itanagar Municipal Council, advised that municipal councillors could assist SSA in survey of CWSN and their medical assessment.

The SRG members deliberated on different topics in details related to different issues and challenges of Inclusive Education and came out with concrete decisions and recommendations for implementation of different activities under this intervention. All such decision and recommendation were collated, moderated and presented by Shri B.P Sinha, State Resource Person (Pedagogy) for finalization.

SRG member Komoli Mossang emphasized on the need to involve the PRI members and field level functionaries to work in a concerted way for the success of inclusive education in the state.

 

 

Disaster management dept gives emphasis on earthquake resistant building

ITANAGAR, Sept 18: The State Disaster Management Department is giving more emphasis on preventive measures against natural calamities instead of traditional ‘relief and rescue operations.’

While informing this in a two days capacity building program on earthquake resistant building at Conference Hall of Directorate of UD & Housing here today, Director (Disaster Management Department) Y W Ringu suggested all to build earthquake resistant buildings for their own safety. Saying that ‘prevention is always better than cure, she urged the participants to create awareness about the importance of building earthquake resistant structure in Arunachal, which falls under zone five (most vulnerable zone in seismic term). Occurrence of any major earthquake in the state could cause major disaster, she added.

CE-cum-Director (UD& Housing) Taba Tedir said that earthquake is a natural phenomenon which can occur any time and we have no control over it. But, we can build better and earthquake resistant buildings to prevent loss of lives and properties.

Explaining some faulty techniques that lead to damage of structure/building during earthquakes, Taba said that buildings should be properly designed and built with the help of professionals like Architects and Structural Engineers. He lamented that the people of Arunachal are at the mercy of unqualified masons and entire process of building constructions are left to these people who do not have any iota of knowledge on behaviors of the buildings during earthquakes.

He advised the participants to supervise the building constructions in the field level and train the masons properly. The quality of material such as stone, steel, cement and shuttering should be ensured before construction.

Resource person Atop Lego, Chief Engineer, (Design and Planning) PWD made a Power-Point presentation on seismic risk in the context of Arunachal Pradesh and told the participants that our State falls under zone-V or most vulnerable zone in seismic term.

Earlier, inaugurating the programme, Ms. Sumedha, Joint Secretary (UD) stressed the need for organizing such programme regularly in order to create awareness among people.

Stressing on earthquake resistant buildings to avoid disaster in case of occurrence of major future earthquake, she requested the participants to take full advantage of the programme and create awareness among people in their respective districts.

The programme is organized by Department of UD & Housing in collaboration with Department of Disaster Management.

Around 60 participants from various departments, such as PWD, PHED, Sr. Architect Office, Police Housing and Urban Development Department are attending the programme.

 

 

District level WIFS committee meeting held

AALO Sept 18: The 1st District Level WIFS Committee Meeting, organized by the District Health Society was held under the Chairmanship of West Siang District Deputy Commissioner MK Sahoo at DC’s Conference Hall on September 16 last.

Chairing the meet, DC asked the department to involve ASHAs in the villages to intensify the programme for successful implementation. He insisted on launching more such IEC activities on WIFS to in the rural areas. District Administration will inform all the administrative officers of the district regarding the WIFS as well as School Health Programme and department should tie up with them.

Dr. Kengo Ori DFWO cum Member Secretary WIFS Committee, West Siang highlighted the aims and objectives of the meeting. He also informed the house regarding recent achievement under School Health Progammee and Weekly Iron Folic Acid Supplementation (WIFS).

The programmee covered 51 School, screened 2900 students, issued 4, 55, 980 IFA tablet, 16, 742 Albendazole Tablet issued and trained 54 Nodal Teachers.

Bharat Nirman

Bharat Nirman was launched in 2005 and aims to improve the infrastructural facilities of Water, Road, Housing, Telephone, Electricity and Irrigation which will result in the overall development of the infrastructural facilities of the country. Bharat Nirman is a business plan for rural infrastructure, implemented by the Government of India to provide basic amenities to the rural India.

The objectives of Bharat Nirman are to cover approximately 55 thousand uncovered habitations under water supply and provide safe drinking water to approximately 2.16 lakh villages affected by poor water quality and  to provide additional 1.2 crore houses at the rate of 24 lakh houses each year to be built by funds allocated to the homeless through Panchayats. Other areas of priority are Telecommunication and Information Technology, Roads, electrification and Irrigation.

The UPA government is leaving no stone unturned in ensuring its implementation. The ‘Bharat Nirman’ ad campaign highlights the party's achievements, various policies and welfare schemes during the last nine years. It highlights initiatives like the Food Security bill, Direct benefit transfer scheme, RTI, Land Acquisition bill and MNREGS.

Don’t succumb to pressure

Dear Editor,

The so called the Capital Complex land affected people’s forum (CCCAPF) with the help of student body AAPSU is protecting their illegally encroach land in the State Capital Complex by trying to legalize it and cover up their illegalities. The land donors of capital oppose such move tooth and nail.

The land was donated  free of cost by the local people of Itanagar only for the noble cause of the public purposes. It was donated with hope that we will have best capital with proper planning. However now the land donated by local people of Itanagar for the Capital Complex is being illegally encroached by private individual at the cost of the State interest.

The land donors of the Capital Complex is completely against the illegal land encroachment and mass destruction of public properties worth crores of rupees by the politician, officer and students leaders of the State.

The land donor of the Capitla Complex urges the Capital Administration not to give any space to illegal encroacher in Capital Complex. They should not succumb to the pressure tactic unleashed by them. Appropriate rule of law should prevail against those illegal encroacher and they should be booked as per relevant provision of public properties acts.

Nepotism in distribution of compensation

Dear Editor,

Through the column of your esteemed daily, we the actual land affected people of Pakke-Kessang circle, would like to draw the kind attention of Chief Secretary and Chief Engineer Highway Western Zone Govt. of AP towards the nepotism, favouritism and nexus amongst the officials of Land department and controlling officials of East Kameng District regarding compensation payment to affected landowners of proposed Trans AP highway from Khodaso to Bana stretch in East Kameng district. Many people got huge amount of compensation money even though their land and property is not affected in any way on the line or nearby of ROW (Right of Way). It could possible because they are kith and kin of land department officials whereas actual land affected owners are deprived of it because actual affected land and properties are not included for assessment. We also made several representations to Deputy Commissioner and filed a complaint against erring officials demanding appropriate action but we didn’t received any response from controlling Officer. Through this daily, therefore, we would like to request to Chief Secretary and Chief Engineer Highway Western Zone Govt. of A.P to look into the matter more seriously and direct Deputy Commissioner of East Kameng District to cross check whether the actual land affected owners got their actual share of amount or not and resurvey/reassessment of affected lands and properties be done for the betterment of the deprived people of said area. Also we want to request all the well wisher, affected owners and elders of P/Kessang to come forward and condemn the inaction of East Kameng  district authority.

Illegal activities in the name of festival

Dear Editor,

Few months back the Capital Police had done a commendable job by raiding beauty parlors and arresting the culprits behind running flesh trade within the capital complex. The Police are fulfilling their share of responsibility undoubtedly, but it does not seem enough. It is high time or I would rather say ‘SEASON’ to be alert against flesh trade and prostitution. It is not just places like beauty parlors and hotels where such illegal activities take place. The festival time is nearing, or I would rather say it has already started with the recent Bishwakarma PUJA. It is not a mere assumption but a fact that behind variously decorated puja pandals such activities take place behind the scenes and after hours, where strip-dancing programs are organized.

During a recent Puja I had been to a friend’s place, the shop next building had organized a Puja pandal too. By the night fell, when the Festival goers had moved on, the shutters of the pandal (shop) went down, but there was never ending ‘Filmi’ music and noises going on.

And it was totally clear from outside about whatever was going on inside.

Moreover, in my opinion it is not only few Puja Pandals where such activities are being taking place. Places like various Mela venues around the capital complex, restaurants, and hotels should be taken under surveillance. It is an earnest request from a responsible citizen’s side, to the responsible authority to look into the matter and take necessary actions required to eradicate the problem that is a menace to a clean society. And from a responsible citizen to a fellow citizen, contribute your bit to a cleaner society by complaining against any such fishy activities going on around.

Through the column of your esteemed daily I would like to express my heartfelt support to the Adi Bane Kebang Women Wing East Siang unit for their continuous crusade against drug and alcohol menace engulfing East Siang district.  I on behalf of ALL ADI YOUTH ASSOCIATION while vehemently thanking women wing, strongly appeals each and every Adi based unions, associations, students and society to support the effort of the mother folks. In today’s generation nobody cares about each other, not to talk of shouldering responsibility to clean such menace from society. I have seen many youth criticizing and passing bad comment on the good work of this women wing on social networking site. But I guess those youths are irresponsible and have gone stray in life, as I feel good morale youth will never comment such stuff. Rather, he/ she will support them in their efforts which are completely for the betterment of our Adi Society.
