ATA expresses displeasure over SBI’s new decision
ITANAGAR, Sept 18: Saying that the State Bank of India’s (SBI) decision to limit the personal loan to six times of the gross salary, the Arunachal Teachers’ Association (ATA) has said that the valued qualified customers of the department are going to be badly affected and discouraged.
In a memorandum addressed to the managing director, SBI, Itanagar, it said that it would oppose and protest against such decision.
Asking to review the decision and to uphold the existing system for the larger interest of the teacher’s community, it warned of launching civic and democratic movement with the bank by total closure of accounts if the demand is not fulfilled by October 17 next.

APCF calls off bandh

Hunting & fishing banned in Sangdupota
ITANAGAR, Sept 18: Judicial Magistrate Sangdupota Circle has banned the extraction of illegal forest products, hunting and fishing by using chemical for commercial purpose and hunting and fishing by the outsiders under its jurisdiction.
In an official order, it further said that the violators will be prosecuted under the provision of Wildlife (Protection) Act, 1972 and as per the Supreme Court order.
Hindi Diwas celebrated
ITANAGAR, Sept 19: The Hindi Department of Donyi Polo Govt. College, Kamki, organized one day departmental seminar on topic ‘Sant Kabirdas’ and ‘Hindi Diwas Samaroh’ simultaneously on Sept 14. Hindi has been declared as official language by the Constitution of India on Sept 14, 1949.
Speaking on the occasion, Dr. Gomo Karbak, Assistant Professor, Department of Politicial Science has advocated that Hindi, as national language has immense importance for every Indian. Hindi is a language of peace, harmony, tolerance and unification. Doge Ngomdir, Assistant professor, Department of Hindi, highlighted the significance of Sant Kabir Das, the great poet of Hindi literature. Various papers on Sant Kabirdas were presented by the students which were followed by an interaction session.
For Hindi Diwas samaroh, a cultural programme and various literary competitions like essay writing, poem recitation, painting, extempore speech and self composed poem recitation have been conducted among the students. More than 60 students from various departments took participated in these competitions. Taro Sindik, Assistant Professor, Department of Hindi, expressed that Hindi is the only language which is used anywhere and anytime. This is the only language which act as a bridge between numerous communities of the country. Especially in Arunachal Pradesh we ethnic people cannot interact with one another without Hindi language, Sindik said. Certificates and prizes were distributed to the winners of the various literary competitions at the end of the programme.
Expert team to visit schools in Capital Complex
Yupia, Sept 18: In order to take stock of the quality of the teaching, a team of subject specialists under the direct supervision of DC and the DDSE is inspecting all Secondary and Higher Secondary Schools of Capital Complex to verify quantitative and qualitative aspects of each subject in the classes. CM pleads Centre to increase telecom reach in state
ITANAGAR, Sept 18: Chief Minister Nabam Tuki has requested the ministry of Telecom, Government of India, to increase the telecommunication reach in the state besides improving the existing installed services in the state capital and other towns of the State.

He communicated this through Additional Secretary, Telecom, Govt. of India, Rita Teoatia who along with her Joint Secretary and senior BSNL officers called on the chief minister in his official bungalow yesterday evening.
The visiting additional secretary placed few request to the state government which included providing of Right of Way for laying optical fibre cable alongside the roads and power connections to BSNL towers.
The Chief Minister agreed to the request and directed the chief secretary to do the needful.
He categorically asked the CS to constitute a committee to oversee the matter in the backdrop of concrete cement roads coming up in the state capital and in district headquarters.
“The issue is required to be addressed in a time bound manner so that the connectivity bottleneck of the state is solved in right earnest” Tuki asserted. The BSNL authorities accepted to repair the roads if damaged during the course of laying the optical fibre cable.
Tuki concerned over the shortage of BSNL technicians in far flung areas in the state resulting to poor network and lack of maintenance, suggested that local youths of Arunachal Pradesh could be recruited in the vacancies and provided training if required.
Participating in the discussion, Parliamentary Secretary Padi Richo impressed upon the BSNL to pay 1 percent labour welfare cess to the welfare board of Arunachal government to which the BSNL authorities agreed.
“In order to increase the reach of telecommunication to each and every village of the state, the BSNL is installing Village Public Telephone which shall also provide internet facility,” informed the Executive Director, BSNL.
He further disclosed that efforts are being made to erect microwave towers in various locations to improve tele connectivity in Arunachal Pradesh for which the works would start by December and completed by March 2014.
The Chief Minister appreciated the BSNL’s gesture and hoped that it would do its best to improve and increase connectivity in the landlocked state of Arunachal Pradesh.

Tornado damaged 77 houses, 7 granaries

ZIRO, Sept 18: The Circle Level Relief Committee (CLRC) team led by its chairman Marina Siram, CO has visited Reru, Tajang and Nenchalyang villages yesterday to assessment the property damages caused due to a tornado.
Unusual for the Valley, a tornado of mid intensity hit Reru, Tajang and Nenchalyang villages on Sept 15 last and destroyed several residential houses, granaries, other structures and paddy crops that comes on its way.
According to District Disaster Management Officer (DDMO), Nima Drema as many as 77 residential houses and 7 granaries of the three villages in Ziro have been damaged – some of which have been damaged severally while others were roofed off.
Accompanied by Reru ZPM Nani Takha, the team paid houses to house inspection at Reru village. At Tajang village, ACP Ngilyang Tubing guided the team while at Nenchalyang, ASM Koj Millo guided the team in taking assessment of the damages.
With active cooperation from executive members of Apatani Youth Association, the CLRC team members Nima Drema, DDMO, Likha Tana, Sr. Fire Officer, N. Nangkar AUPO conducted the assessment works at affected villages.
People who witnessed the occurrence said they used to see such kind of nature’s fury only in TV and never in reality. The elderly people too surprise over the unusual occurrence and do not confused it with normal whirlwind as the turbulence of wind was like a funnel shape that extended up to the cloud and never happened in their life time. It was in fact a tornado of mid intensity because of which the damage was found to be extensive.
Some of the village elders believe that the goddess of rain and sky, Yapung Ui is not pleased with the rituals Yapung puja performed recently in Ziro Valley. Yapung puja is normally performed during this season of the year to appease Sky Goddess not to destroy the vegetation they grew. It is crucial time for people in Ziro Valley as paddy and other grains are to be harvested in first part of October. Any more disaster of such kind would affect their economy badly.

He also advised the public to stop illegal encroachment inside school premises and appealed to the local authority to improve school infrastructure.
Deputy Conservator of Forest, Diganto Gogoi while attending the meeting, said "the Forest in Arunachal Pradesh is the main natural resource and it is the main asset that the state has right now". He said the forest in the state needs to be preserved from illegal deforestation and encroachment and the illegal hunting of wild animals must be banned so that the future generation of the state can also enjoy being near to wild species.
ANSU Vice President Tagru Tame while reacting strongly against the poor condition of the schools in Jote and Bassar Nallah said that matter will be discussed with the higher authority for proper attention.
APPDSU General Secretary, Nabam Gandhi appealed that the school infrastructure should be improved for quality education and illegal hunting must be banned in the area.

Attending the inaugural function, JK Panggeng, Parliamentary Secretary (Education) appreciated the efforts made by the organizers in conducting the conference and said that skill empowerment of education administrators in local levels is crucial for meeting the emerging challenges in the field of school education at the grassroots level.
Stating that irregularity and lack of punctuality on the part of teachers in village level schools hamper school education, Panggeng asserted that lack of collective responsibility and individualistic attitude on the part of the people for the larger good of the society including in the education sector were responsible for the pathetic education scenario in the state.
“To have good quality education, good inputs are needed” said Panggeng. He emphasized that school education scenario needed to be refreshed with recruitment of qualified and quality teachers.
Stating that the conference would serve as a great platform for dialogue, he expressed hope that it would encourage the participants to share their honest and sincere opinions positively for a better understanding of the present education scenario in different parts of the state and eventually bring about solutions to those problems. Prof. Neelam Sood of NUEPA in her keynote address highlighted various focal issues responsible for the emerging challenges in education sector. She said the objectives of the conference were to provide a platform for the delegates in sharing their experiences and to understand the trainings needs for different districts of the state.
“The education scenario has changed thanks to the advancement in technology. And time has come when we all need to think and realize our responsibilities as the education environment has become more difficult and challenging” cautioned Prof. Neelam Sood.
Addressing the function RK Mishra, State Project Director, SSA, shared his views on the possibility of student and teacher exchange programmes between Government schools and private schools for bridging the knowledge gap and achieving quality education.Different facilities that are highly required for quality education like computers with internet connectivity should be provided to every government school, he added.
Earlier in her welcome speech, Dr.Sunita Chugh of NUEPA mentioned the historical aspects behind the establishment of NUEPA and its organisational structure with objectives of the institution. She added that the NUEPA organizes such conferences as part of its constant endeavour to reach the local functionaries like District Education Officers and Block Education Officers on sustained basis and to maintain a close linkage with the field.
In the technical session Prof. Neelam Sood of NUEPA spoke on the topic “Changing Role of Educational Administrators” and Prof. Kumar Suresh also of NUEPA deliberatedon “Imperatives of Governance Reform in Field Level Administration”.

Residential School runs with countless problems

PASIGHAT, Sept 18: At a time when the state government is blowing its trumpet claiming to have improved the educational scenario in the state, the Kangkong Residential School at Yagrung village in East Siang district tells a different story.
The authority’s alleged negligence in infrastructure development of the school is causing concern among the students and their parents as well.
The residential school meant for girl students is running in a pathetic condition as there is no infrastructure and other requirements needed for smooth functioning of the school. The school has no separate office building, teachers’ quarter, warden room and classrooms.
The entire school activities are conducted in two poorly constructed SPT buildings.

State level meeting of SRG for inclusive education begins
ITANAGAR, Sept 18: Four days state level meeting of State Resource Group (SRG) for Inclusive Education and Girls Education organized by SSA Rajya Mission, Itanagar, began at SIRD conference Hall here today.
State Project Director, SSA Rajya Mission, Itanagar RK Mishra impressed upon the participants of the need to introduce a variety of vocational courses with the help of government departments to empower the Children With Special Needs (CWSN) and girl children of the state.
“For this, we need to empower them with quality knowledge and skills so that they go for self employment at local level with government support,” he said.
He also highlighted on different ventures in this direction and exhorted the resource group to think and design more such initiatives.
To lead the discussion, Higio Aruni, Chief Councillor, Itanagar Municipal Council, advised that municipal councillors could assist SSA in survey of CWSN and their medical assessment.
The SRG members deliberated on different topics in details related to different issues and challenges of Inclusive Education and came out with concrete decisions and recommendations for implementation of different activities under this intervention. All such decision and recommendation were collated, moderated and presented by Shri B.P Sinha, State Resource Person (Pedagogy) for finalization.
SRG member Komoli Mossang emphasized on the need to involve the PRI members and field level functionaries to work in a concerted way for the success of inclusive education in the state.
Disaster management dept gives emphasis on earthquake resistant building
ITANAGAR, Sept 18: The State Disaster Management Department is giving more emphasis on preventive measures against natural calamities instead of traditional ‘relief and rescue operations.’
While informing this in a two days capacity building program on earthquake resistant building at Conference Hall of Directorate of UD & Housing here today, Director (Disaster Management Department) Y W Ringu suggested all to build earthquake resistant buildings for their own safety. Saying that ‘prevention is always better than cure, she urged the participants to create awareness about the importance of building earthquake resistant structure in Arunachal, which falls under zone five (most vulnerable zone in seismic term). Occurrence of any major earthquake in the state could cause major disaster, she added.

Explaining some faulty techniques that lead to damage of structure/building during earthquakes, Taba said that buildings should be properly designed and built with the help of professionals like Architects and Structural Engineers. He lamented that the people of Arunachal are at the mercy of unqualified masons and entire process of building constructions are left to these people who do not have any iota of knowledge on behaviors of the buildings during earthquakes.
He advised the participants to supervise the building constructions in the field level and train the masons properly. The quality of material such as stone, steel, cement and shuttering should be ensured before construction.

District level WIFS committee meeting held
AALO Sept 18: The 1st District Level WIFS Committee Meeting, organized by the District Health Society was held under the Chairmanship of West Siang District Deputy Commissioner MK Sahoo at DC’s Conference Hall on September 16 last.
Chairing the meet, DC asked the department to involve ASHAs in the villages to intensify the programme for successful implementation. He insisted on launching more such IEC activities on WIFS to in the rural areas. District Administration will inform all the administrative officers of the district regarding the WIFS as well as School Health Programme and department should tie up with them.
Dr. Kengo Ori DFWO cum Member Secretary WIFS Committee, West Siang highlighted the aims and objectives of the meeting. He also informed the house regarding recent achievement under School Health Progammee and Weekly Iron Folic Acid Supplementation (WIFS).

Bharat Nirman was launched in 2005 and aims to improve the infrastructural facilities of Water, Road, Housing, Telephone, Electricity and Irrigation which will result in the overall development of the infrastructural facilities of the country. Bharat Nirman is a business plan for rural infrastructure, implemented by the Government of India to provide basic amenities to the rural India.
The objectives of Bharat Nirman are to cover approximately 55 thousand uncovered habitations under water supply and provide safe drinking water to approximately 2.16 lakh villages affected by poor water quality and to provide additional 1.2 crore houses at the rate of 24 lakh houses each year to be built by funds allocated to the homeless through Panchayats. Other areas of priority are Telecommunication and Information Technology, Roads, electrification and Irrigation.
The UPA government is leaving no stone unturned in ensuring its implementation. The ‘Bharat Nirman’ ad campaign highlights the party's achievements, various policies and welfare schemes during the last nine years. It highlights initiatives like the Food Security bill, Direct benefit transfer scheme, RTI, Land Acquisition bill and MNREGS.

Don’t succumb to pressure

The so called the Capital Complex land affected people’s forum (CCCAPF) with the help of student body AAPSU is protecting their illegally encroach land in the State Capital Complex by trying to legalize it and cover up their illegalities. The land donors of capital oppose such move tooth and nail.
The land was donated free of cost by the local people of Itanagar only for the noble cause of the public purposes. It was donated with hope that we will have best capital with proper planning. However now the land donated by local people of Itanagar for the Capital Complex is being illegally encroached by private individual at the cost of the State interest.
The land donors of the Capital Complex is completely against the illegal land encroachment and mass destruction of public properties worth crores of rupees by the politician, officer and students leaders of the State.
The land donor of the Capitla Complex urges the Capital Administration not to give any space to illegal encroacher in Capital Complex. They should not succumb to the pressure tactic unleashed by them. Appropriate rule of law should prevail against those illegal encroacher and they should be booked as per relevant provision of public properties acts.

Illegal activities in the name of festival
Dear Editor,
Few months back the Capital Police had done a commendable job by raiding beauty parlors
and arresting the culprits behind running flesh trade within the capital complex.
The Police are fulfilling their share of responsibility undoubtedly, but it does
not seem enough. It is high time or I would rather say ‘SEASON’ to be alert against
flesh trade and prostitution. It is not just places like beauty parlors and hotels
where such illegal activities take place. The festival time is nearing, or I would
rather say it has already started with the recent Bishwakarma PUJA. It is not a mere
assumption but a fact that behind variously decorated puja pandals such activities
take place behind the scenes and after hours, where strip-
During a recent Puja I had been to a friend’s place, the shop next building had organized a Puja pandal too. By the night fell, when the Festival goers had moved on, the shutters of the pandal (shop) went down, but there was never ending ‘Filmi’ music and noises going on.
And it was totally clear from outside about whatever was going on inside.
Moreover, in my opinion it is not only few Puja Pandals where such activities are being taking place. Places like various Mela venues around the capital complex, restaurants, and hotels should be taken under surveillance. It is an earnest request from a responsible citizen’s side, to the responsible authority to look into the matter and take necessary actions required to eradicate the problem that is a menace to a clean society. And from a responsible citizen to a fellow citizen, contribute your bit to a cleaner society by complaining against any such fishy activities going on around.

Dear Editor,
Through the column of your esteemed daily I would like to express my heartfelt support to the Adi Bane Kebang Women Wing East Siang unit for their continuous crusade against drug and alcohol menace engulfing East Siang district. I on behalf of ALL ADI YOUTH ASSOCIATION while vehemently thanking women wing, strongly appeals each and every Adi based unions, associations, students and society to support the effort of the mother folks. In today’s generation nobody cares about each other, not to talk of shouldering responsibility to clean such menace from society. I have seen many youth criticizing and passing bad comment on the good work of this women wing on social networking site. But I guess those youths are irresponsible and have gone stray in life, as I feel good morale youth will never comment such stuff. Rather, he/ she will support them in their efforts which are completely for the betterment of our Adi Society.
